Benefit system is just too complex - Annette Brooke MP

Following the publication of the Public Accounts report, "Tackling the Complexity of the Benefits System", Annette Brooke, Liberal Democrat spokesperson for Children and Families and new member of the influential and respected Public Accounts Committee said:

"Complexity in the benefit system not only increases fraud and error but also reduces the take-up of benefits by some of those most in need, particularly families on low incomes and pensioners - this is one of the biggest issues in my postbag. The estimate of £2.8 billion being wasted due to fraud and error in 2004-05 alone is scandalous. Such vast amounts can and should be allocated more fairly and effectively.

"The Department says it is taking steps to reduce complexity, but staff and customers alike find it increasingly difficult to understand just what benefits are due to whom. By adopting means-testing, the Chancellor merely added to the Department's woes.

"The Government must bring forward proposals to streamline and simplify the benefit system. This is even more vital given the planned staff cuts affecting the Department for Work and Pensions."
